General Plan Sonoma submission (August 2026)

Submission to General Plan Sonoma, subtitled "Air transportation in the successor General Plan: four requests for the Existing Conditions and Trends Report and the policy-development phase," sent by email to GeneralPlan@sonomacounty.gov on August 31, 2026. It is addressed to Haleigh Frye, Project Manager, and the General Plan Sonoma team at Permit Sonoma, and copied to the Office of Supervisor Lynda Hopkins, Fifth District.

The occasion is the Board of Supervisors' informational workshop of September 15, 2026, on the Draft Vision and Guiding Principles, the Draft Community Engagement Framework, and the Existing Conditions and Trends Report.

The submission makes four requests:

1. That the Existing Conditions and Trends Report record air carrier growth at Charles M. Schulz-Sonoma County Airport explicitly, using county passenger figures and FAA operations data.
2. That any threshold, trigger, or numeric review provision carried into the successor plan be accompanied by an implementation program line naming the office responsible for monitoring it.
3. That AT-5.1, AT-5.3, AT-5e, and AT-5f continue to be treated individually as the audit work moves into policy development, with the proposed disposition of each and the reason for it stated expressly.
4. That the attached discussion paper be evaluated during policy development, including whether the successor plan should carry an implementation program calling for a preliminary feasibility assessment.

The paper attached as the fourth request is archived separately: A satellite terminal in Sonoma County as an alternative to STS expansion.

The submission refers once to an earlier letter to the Board of Supervisors, dated August 20, 2026, and states that nothing in it depends on that letter.
