What these documents are
The Charles M. Schulz – Sonoma County Airport Master Plan Update Implementation Project Environmental Impact Report was prepared for Sonoma County by RS&H. The Draft EIR is dated July 2011. The Sonoma County Board of Supervisors certified the Final EIR and approved the Master Plan on January 24, 2012.
Under CEQA, a Final EIR is not a self-contained replacement for the Draft EIR. It consists of the Draft EIR together with the public comments received, the agency's responses to those comments, and any revisions made through that process. The county's own FAQ describes its Final EIR as consisting of the Draft EIR, the Response to Comments document, and revisions made through that process. The airport's website listed every part of both documents on its Environmental Reports 2011 page. The files sat under a path that no longer resolved: the document links returned a 404 – Not Found page rather than the file. As of August 2026, the county has removed the /pdf/ directory entirely. Files confirmed retrievable as recently as July 2022 now return 404. The county's response to the 2024–25 Civil Grand Jury states that a full Master Plan update is not required absent significant changes in conditions, a position that treats the 2012 document as current. This archive is, as far as can be established, the only readily available copy of the documents it holds.
The operative environmental analysis for the airport was not retrievable from the county's own site as of August 23, 2026. How these copies were obtained
Each file is a capture held by the Internet Archive, not a certified copy from the county. Anyone citing these documents in a formal representation should say so.
How the files were retrieved
The Wayback Machine's CDX index was queried for every archived capture of every file under the airport site's document path, filtered to captures that returned HTTP 200. For each file, the capture with the largest stored size was downloaded first, using the id_ modifier, which returns the original file rather than the Wayback viewer's wrapper.
Selecting on size matters. Some Internet Archive crawls stop saving a large file partway through, which produces a capture that is a genuinely incomplete copy rather than a failed download. Twenty-four of these files were captured at exactly one mebibyte in September 2020 and captured in full in July 2022. Every file was checked for the PDF end-of-file marker, and any capture failing that check was rejected in favor of another. A truncated PDF keeps its header and loses that marker, and some readers will partially open one, so a file opening is not evidence that it is complete.
The captures reproduced here range from September 2019 to December 2022. Fifty-seven are from September 18, 2020, and twenty-nine from July 9, 2022. The manifest records the capture used for every file, with its original county URL.
The script and manifest above are the exact process used and its record, published so the retrieval can be repeated or checked.
What is missing
Six files are not reproduced here. The Wayback Machine's CDX index was queried for each on August 23, 2026 to establish why.
Five were attempted by an Archive crawl on July 9, 2022 and returned 404 — already gone from the county's server before that crawl:
- Chapter 4, Alternatives Analysis — all four parts (pages 4-1 to 4-8, 4-9 to 4-14, 4-15 to 4-20, and 4-21 to 4-34)
- Chapter 3.10, Noise (pages 3.10-52 to 3.10-56)
One was never crawled by the Archive at all — its URL has no entry in the CDX index:
- Final EIR Section 4, Master Responses (pages 4-1 to 4-20)
Printed copies of both documents were placed in county libraries and public offices in 2011, and the county's Environmental Reports 2011 page lists those locations.
